Courtney Papale Newton

Courtney Papale Newton grew up in New Orleans, Louisiana. She received a scholarship to the University of New Orleans, where she earned a Bachelor of Arts in Psychology. After completing her undergraduate education, Courtney attended the Louisiana State University Paul M. Hebert Law Center, as well as the University of Aix-Marseille III Law School during the summer of 2002. She graduated from LSU with a Bachelor of Civil Law Studies degree and a Juris Doctorate in 2004. She was admitted to the Louisiana Bar on October 15, 2004.

Courtney began her career in the law at Preston and Cowan, L.L.P. in New Orleans. She left the firm following Hurricane Katrina in 2005, and in the following years, when her ex-husband was an active-duty military member, she frequently moved around. Courtney worked during this time partly as in-house counsel for Macquarie Mortgages USA, Inc. and as a Communications Law Instructor. Her ex-husband was stationed in Japan in 2011, when the Tohoku earthquake and tsunami hit, after which Courtney and her family moved back to Louisiana and settled in Hammond.

Following her return to the United States, Courtney began actively practicing law again, serving as an attorney for the Louisiana Physical Therapy Board and the Louisiana State Board of Examiners of Psychologists, where her public protection work has helped defend Louisiana citizens against unsafe psychologists and physical therapists. Following her testimony to the State Legislature, La. R.S. 37:2418 was amended on June 6, 2016 to permit patients direct access to physical therapists for evaluation and treatment without obtaining a prescription for physical therapy. She also testified regarding La. R.S. 37:2425, the Physical Therapy License Compact. Enacted on May 23, 2018, La. R.S. 37:2425 allows qualifying physical therapists and physical therapist assistants to practice in other Compact states.

Courtney was thrilled to accept a position with Anderson Boutwell Traylor in 2018. In addition to her work at the firm and with State Boards, she is currently serving as secretary/treasurer of the Administrative Law Section of the Louisiana State Bar Association. Outside of the law, Courtney enjoys spending time with her family, including her two wonderful daughters.
